US considers taxing earnings from online games

With online gaming in persistent worlds becoming more prevalent, a US congressional committee has begun to look into the tax implications of these booming online economies. Games such as World of Warcraft and Second Life have large player driven economic systems in which – either following the rules or against them – real world currencies are exchanged for in-game currencies. With the GDP of some of these economies rivaling that of some small countries, the US government is wondering if it is missing out on a potential source of tax revenue: or as some gamers might put it, the IRS is asking “You buy gold?”.

In cases where exchange of a real world currency for in-game currency is permitted by the rules of the game, some of these online games such as Second Life require that players report any income generated by these means to his or her government. In most on-line games however, a black market exists where players buy and sell in-game currencies in direct violation of the game’s rules; situations involving black markets are notoriously hard to tax.

Compounding the issue of currency exchange is the existence of in-game assets. In the real world if someone wins a luxury vehicle, he or she is expected to pay a capital gains tax on his or her winnings. If a 40 person “raid” in World of Warcraft gets a rare “drop,” worth up to thousands of dollars if sold illegally, should they be required to pay a capital gains tax?

Even if the issue of capital gains is ignored, there is still the matter of sales tax. In many of these games, non-player characters and players alike sell items to one another. If sales tax is to be applied, at what rate should it be charged and to what State does it go? Questions such as these have just recently been answered in much less hazy situations such as online versions of brick and mortar establishments.

Dan Miller, senior economist for the Joint Economic Committee had this to say on the issue, “I found that talking about this issue with some of the other economists on the committee, they are not really familiar with what a virtual economy is. The idea of Second Life or World of Warcraft or some of these other synthetic universes, they have trouble wrapping their head around it. So there’s an educational hurdle to overcome here.”

The preliminary findings of the committee state that virtual economies deserve clarification of existing tax laws, not new taxes.

India: Maharashtra plastic ban comes into force

On Saturday, the plastic ban in the Indian state of Maharashtra came into force. In an attempt to minimise pollution, the state government has introduced a ban on single-use plastics.

The leader of the Yuya Sena political party, Aaditya Thackeray, said on Twitter, “The ban on single use disposable plastic cups, plastic bags, plastic straws, plastic plates and cutlery, styrofoam cutlery and non woven bags”. He added, “these are global issues now and we have taken a step to combat it”.

Plastic pollution has led to the choking of drains, marine pollution and a risk of animals consuming plastics. This year, India’s motto for World Environment Day — June 5 — was “Beat Plastic Pollution”. People violating the plastic ban are to face a fine of 5,000 Indian Rupees (INR) for the first offence. For the second offence, the fine is INR 10,000 and the third time offence is INR 25,000 and a three-month prison term. Deputy municipal commissioner Nidhi Choudhary said, “To weed out corruption, we plan to give inspectors payment gadgets for electronic receipts of the fines”.

The Maharashtra government has given a 90-day period for manufacturers to dispose of existing polyethylene terephthalate (PET/PETE) plastic spoons and plates, while shopkeepers and citizens in general have six months to dispose of plastics. However, the ban does not prohibit plastic usage for wrapping medicines or milk cartons thicker than 50 microns.

The state government had announced the decision for the plastic ban on March 23. According to NDTV’s report, Maharashtra is the eighteenth Indian state to enforce a state-wide plastic ban. Aaditya Thackeray also said, “I congratulate the citizens for making this into a movement, even before the ban was enforceable, giving up single use disposable plastic.”

Roommates are, despite the occasional horror story, a boon to people moving into their own place for the first time. They handle half the rent, provide an extra level of security, and give you someone to interact with, so you don’t feel as alone as you would otherwise. Bomb scare closes Times Square, New York

A car containing a bomb was discovered in Times Square, New York City, causing the evacuation of streets surrounding the area.

Reports say the vehicle, a Nissan Pathfinder, parked outside a theatre on 45th Street and Seventh Avenue, had smoke coming out of the back at around 6:30 p.m EDT (10:30 p.m. UTC). Unconfirmed reports say an unknown man ran away from the car. A roughly square area of the city, its boundaries formed by 43rd and 48th Street and 7th and 8th Avenue, was evacuated.

The New York Police Department bomb squad was called in and were able to retrieve the package using a robot. Officials removed gunpowder, consumer-grade fireworks, two five-gallon cans of gasoline, three propane tanks, electrical wiring, and two clocks with batteries that apparently were fashioned as one or two detonators. The bomb has been described as “amateurish”. No casualties or injuries were reported.

As of yet police have not named a suspect and are reviewing security footage. The car used by the suspect was stolen and had a non-matching license plate; the legitimate owner of the plates does not appear to have been involved in the incident.

President Barack Obama has congratulated the speediness with which the New York Police Department responded.

New York has been in a state of constant alert since the attacks that occurred on September 11, 2001. In September 2009, a plot to attack the New York Subway with suicide bombers was uncovered by police. In December 2009, Times Square was evacuated due to a illegally parked van, although it contained no explosives. On March 6, 2008, a small bomb was set off in front of the United States armed forces recruiting station in Times Square.

20 dead in Hyderabad, India flyover collapse

At least 20 people have died and 20 more are injured after a partially constructed flyover (overpass) in Hyderabad, India collapsed onto traffic.

The disaster occurred at the Panjagutta junction, near Nagarjuna Circle. Two large concrete sections dropped onto oncoming cars and motorised rickshaws, damaging several severely.

A large emergency effort was immediately activated, but experienced severe difficulties in reaching the site due to congested traffic resulting from the collapse. Ambulances from the 108 EMRI Service and Appollo Hospitals attended the scene, and rushed the injured to a variety of nearby hospitals. All the region’s major hospitals, particularly the nearby Nizam Institute of Medical Sciences, have placed their medical staff on emergency alert. Rescuers are now using cranes and cutting equipment in an effort to reach anyone who may still be trapped. It is expected that the death toll could rise further as many vehicles remain trapped under tons of debris.

Various politicians also attended the scene, including the local district collector, Chief Minister of Andhra Pradesh Dr. YS Rajasekhara Reddy, Senior Congress Leader and MLA from Khairathabad P Janardhan Reddy and several other ministers.

Police have asked both the public and the press to keep away from the area, in order to prevent further collapse of the unstable structure. Preliminary investigations suggest the flyover had been been poorly constructed. The construction project had been carried out by leading contractor Gammon India Limited. It had been delayed, the original foundations having been built in 2005. After a successful request by the company to have the deadline for the project extended, work was slated to cease in November of this year, with the flyover entering operation by December. It is believed heavy rains in the area a few hours prior to the collapse may have contributed to the disaster.

Thai anti-government leaders escape capture

In a new setback to the Thai government’s efforts to ease mounting political tensions, protest leaders escaped from their hotel Friday after security forces arrived to arrest them.

One, Arisman Pongruangrong, climbed down three floors using a rope, and was rushed away by supporters thronging the building. The police say Arisman led recent rallies at the national parliament, the election commission, and satellite transmission bases.

Officials earlier Friday said the government is preparing to arrest people linked to violent clashes with security forces last Saturday.

Deputy Prime Minister Suthep Thaugsuban, Thai security chief, announced the raid on the hotel as it was unfolding, saying that a Special Forces unit had closed in around a downtown Bangkok hotel.

“As I am speaking, the government’s special team is surrounding the SC Park Hotel, where we have learned that there are terrorists and some of their leaders hiding,” Suthep said.

A spokesman for the governing Democrat Party, Baranuj Smuthararaks, says arrest warrants have been issued for those suspected of being involved in the violence. Some of the suspects have been identified from photos taken during the clashes.

“Right now the government’s focusing on issuing warrants for acts of terrorism by the people who fortunately have been captured in action [in photos] by both the local and international media,” he said.

According to the New York Times, as many as five protest leaders had been staying at the same hotel as Pongruangrong. Those leaders later appeared together at a protest rally in Bangkok.

“I would like to thank all of the people who saved me,” Arisman said. “You have saved democracy.”The government says armed men infiltrated protester ranks Saturday and fired on troops trying to disperse a rally. Five soldiers and 19 protesters died during the clashes.

Thailand is facing its most severe political crisis in almost 20 years. The anti-government movement, led by the United Democratic Front against Dictatorship or UDD, demands that the government step down and call fresh elections.

UDD supporters, known as red shirts, have held protests in Bangkok for more than a month.

The UDD largely supports former Prime Minister Thaksin Shinawatra, who was ousted in a coup in 2006 and remains overseas to avoid a jail sentence for corruption. Mr. Thaksin has strong support among the rural and urban poor, as well among some sections of the army and police.

Some parties in the governing coalition want to set a clear time frame for elections to ease tensions. But the government says it will only call elections once the political situation has cooled.
