First arrests made in Singapore for possession of New Psychoactive Substances

Sunday, May 4, 2014

The Central Narcotics Bureau (CNB) of Singapore announced yesterday the first arrests made following the listing of New Psychoactive Substances (NPS) as Class A controlled drugs on Thursday, under the First Schedule of the Misuse of Drugs Act. The suspects, two unnamed male Singaporeans, aged 22 and 23, were reportedly arrested at a shopping center in Tampines on Friday evening for possession of synthetic cannabis, also known as “K2”. Authorities recovered 71.7 g of the drug from the suspects.

Under suspicion from the CNB that the 22-year-old suspect was engaged in trafficking of the illegal substance, a further search of his home yielded an additional 22.3 g of synthetic cannabis, raising the total amount of the drug confiscated following the arrests to 94 g.

Synthetic cannabis, listed as an NPS, and known as a “legal high”, is one of a group of designer drugs created to stimulate the effects of controlled drugs including cocaine, Ecstasy, methamphetamine, and heroin. The CNB has linked NPS abuse to symptoms including severe intoxication, hallucinations, paranoia, seizures, cadiovascular problems, renal failure, and death.

Typically having chemical structure very similar but slightly different from controlled drugs, these substances have been illegalized, and their possession, consumption, trafficking, and manufacturing now carry penalties comparable to that of controlled drugs. Last year, under the Fifth Schedule of the Misuse of Drugs Act, designed to study NPSs before their illegalization, they could be confiscated by authorities, but no further penalty would be levied.

The changes to NPS status follow increases over the past year in NPS trafficking and consumption, according to the CNB. Commenting on the move, a spokesperson for the CNB revealed the organization has reported at least thirty NPS seizures in the period from last May through this February. “Thus far,” the spokesperson noted, “synthetic cannabinoids and synthetic cathinones are the two more commonly detected NPS”.

Termed an “alarming new drug problem” by the United Nations Office on Drugs and Crime, its World Drug Report 2013 indicated an increase to 348 NPSs in 2013, up from 251 in 2012. Capitalizing on their legality — which no longer holds in Singapore — NPSs have been known as “legal highs”, “research chemicals”, “plant food”, and “bath salts”.

Commenting on the illegalization of NPSs, Ng Ser Song, the director of the CNB, had this to say. “The drug situation is challenging and the number of repeat drug abusers and young drug abusers remains a concern. With the abuse and trafficking of NPS on the rise, listing these new psychoactive substances as Class A controlled drugs signals our unequivocal stance that these substances are illegal and no different from other controlled drugs.”

Under the recently enacted First Schedule of the Misuse of Drugs Act, if found guilty of drug trafficking, the 22-year-old suspect may be penalized with a minimum of five years in prison and five strokes of the cane. The act also allows the possession or consumption of New Psychoactive Substances to be punished with a maximum of 10 years imprisonment and/or a $20,000 fine.

Advantages Of Synthetic Mooring Lines For Transport Vessels

byAlma Abell

Advantages of Synthetic Mooring Lines for Transport Vessels

Traditionally, many transport ships used wire rope mooring lines because it was the best option available. Manufacturers have been working hard to create mooring lines that not only do a great job, but also have advantages over the traditional wire lines. This has led to the creation of synthetic mooring lines, CT. These lines are constructed from polyester, nylon, or a combination polypropylene. When it comes to mooring lines distributors can help you choose the best type based on the size of your ship. Before switching from wire to synthetic, it’s a good idea to research the advantages of one over the other.

Weight Reduction

One of the main benefits of synthetic lines is weight reduction. Wire is heavy and burdensome to use. It not only adds weight to the ship, it can be difficult for crew members to work with because of the weight. The weight of the mooring and the ship can also affect how quickly a captain can anchor a boat to unload the cargo or pick up transport items.

BC election writ drops; referendum campaigns underway

Tuesday, April 14, 2009

The provincial election was called today in British Columbia. Alongside with the election, the citizens of the province will also be debating if they should change their electoral system from Single Member Plurality to Single Transferable Vote (STV). The vote for both the election and the referendum is to be held on May 12th.

According to the Angus Reid Strategies online poll, the issues before the candidates this year are the economy, crime and public safety, and health care.

Gordon Campbell is the current Premier of British Columbia, and leader of the Liberal Party. Three new tax measures have been proposed, increasing apprenticeship training tax credits, reducing small business income tax, and raising the revenue definition for small business. “Keep B.C. Strong” is the Liberal slogan.

The New Democratic Party (NDP) leader Carole James is focusing her election platform on supporting a green economy, eliminating the carbon tax, offering families tax relief, freezing post-secondary tuition, raising the minimum wage, and providing a small business tax holiday. The NDP slogan is “Take back your B.C.”

The Green Party, led by Jane Sterk, is focused on environmental issues, crime and police, and a ‘green economy’. The Green Party is in support of the carbon tax and will be campaigning in favour of the new STV voting system that is being proposed again. The Green Party slogan is “A better plan for B.C.”File:Carole james.jpg

Wilf Hanni is at the helm of the Conservative Party which opposes the Recognition and Reconciliation Act, privatization of BC Hydro Bill 42 ‘gag law’, and the carbon tax. They propose to reduce senior civil employee pay scale, as well as personal and corporate income tax.

Other parties running candidates are the Democratic Reform under Graeme Roger, the Marijuana Party under Marc Emery, the Work Less Party under Conrad Schmidt, the Refederation Party under Mike Summers, the Sex Party under John Ince, and the Communist Party under George Gidora.

For 60 days before the election, each party may campaign with an allowable CA$1.1 million, in the final 28 days, $4.4 million may be spent. $70,000 is allowed by candidates before the writ is dropped, and another $70,000 in the midst of campaigning.

The referendum will allow BC voters to choose between two voting systems. The Single Member Plurality system is the current system in all Canadian provinces, and is also used to elect Members of Parliament in Ottawa. The other system is BC-STV, which would replace 85 single-member ridings with 20 larger ridings in which between two and seven Members of the Legislative Assembly (MLA) would be elected. The total number of MLAs will not change. Voters would rank the candidates in order of preference, as many or as few as they wish. When the results are tallied, votes are transferred to the next preference on the ballot when the first preference has been elected or eliminated. The system is designed to ensure that every vote helps to elect someone, every vote counts as fully as possible, and every voter is represented by a candidate they voted for, as nearly as mathematically possible.

Previous elections held under the current Single Member Plurality (also known as First Past The Post) system led to odd results in certain elections, such as the 2001 election where the winning party obtained 77 of the 79 seats of the legislature with just 58% of the vote, and the 1996 election, in which the party with the most votes failed to win the election. The recommendation to switch to STV was made by the British Columbia Citizens’ Assembly on Electoral Reform, a group formed in 2004 of randomly selected citizens. They spent a year learning about voting systems around the world and consulting with BC citizens.

It’s the fourth referendum in the country and the second in the province within the last 4 years. The previous referendum held in 2005 also voted on these same electoral systems and came within 2.3% of the 60% threshold. In order for the referendum to be binding, BC-STV will again need 60% of the popular vote and 50% of votes in 51 of the 85 ridings in BC. If the change is approved, it will be the first province in the country to adopt reform of the electoral system in recent history.

Fair Voting BC, recognized as the official proponent group, argues that STV will lead to fairer election results, effective local representation and greater voter choice. They argue that BC-STV will give voters the power to hold politicians and political parties accountable, by giving every voter a vote that actually makes a difference. If the STV system is approved, then it will be put into use for the first time for the 2013 provincial election.

The recognized opponent group is the No STV Campaign Society. Their arguments are that STV will give larger ridings, voters would be unsure of whom their MLA would be, there would be unequal geographic representation, that the counting method is too complicated, the electoral system results are unverified in practical usage, the system results in a higher probability of minority governments and the subsequent coalition of parties. They also argue that other countries who use systems similar to STV have had problems with their election results.

$500,000 in public funding has been given to both the proponents and the opponents of the referendum.

Homes of six Minnesota politicians vandalized

Tuesday, October 28, 2008

An unknown person or persons wrote graffiti and vandalized the exterior of homes belonging to six members of the United States congressional delegation from the state of Minnesota late last Monday night or early Tuesday morning.

According to the Star Tribune, Laurie Coleman, wife of U.S. Senator Norm Coleman, found the words “U R A CRIMINAL, RESIGN OR ELSE! PSALM 2” written on the family’s garage. The word “SCUM” was also written in three places on another side of the garage. Psalm 2 is a biblical reference.

The homes of senator Amy Klobuchar, and U.S. representatives Michele Bachmann, Keith Ellison, John Kline and Jim Ramstad were also targeted by vandals. Ellison’s house was the only one that sustained damage.

We’re looking at this as an actual threat.

Peter Panos, St. Paul Police spokesman, told the Star Tribune that threatening message in the graffiti were cause for concern.

“We’re looking at this as an actual threat,” he told the Star Tribune. “We’re taking it quite seriously. Vandalism threats are pretty rare in this city.”

Bachmann, Coleman, Kline and Ramstad are Republicans. Klobuchar and Ellison are Democrats. All live in the Minneapolis-Saint Paul metropolitan area. Reps. Collin Peterson and Jim Oberstar, who live in out state Minnesota, along with Rep. Betty McCollum — who lives in a condominium, did not receive vandalism to their homes. Senate candidates Al Franken and Dean Barkley, who are running against Coleman in the November elections, condemned the vandalism.

There’s no place for this unacceptable behavior in our political process, or in our communities

“There’s no place for this unacceptable behavior in our political process, or in our communities,” Franken’s campaign told the St. Paul Pioneer Press. The paper said that the Franken campaign office was the victim of graffiti attacks including the words “Crazy” and “No New Taxes.”

Federal and local authorities are still investigating these incidents, as well as similar incidents that took place in Missouri.

Over the weekend, a Minnesota hair salon was targeted. Police say it may have been a copycat vandal, though the salon is said to be patronized by Norm Coleman.

Colleges offering admission to displaced New Orleans students/AL-KY

See the discussion page for instructions on adding schools to this list and for an alphabetically arranged listing of schools.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

Penske Auto selected to buy General Motors’ Saturn unit

Friday, June 5, 2009

General Motors Corporation (GM), an American automaker which has filed for bankruptcy protection, announced on Friday that the Penske Automotive Group (PAG) was selected to purchase Saturn Corporation. The transaction should be completed in October.

The purchase includes rights to the Saturn brand, its five current models and its dealership network. Two models would be discontinued, the Sky and Astra. GM would continue building the Aura sedan, the SUV’s, Vue and Outlook for at least two more years.

Saturn has 350 dealers across the United States. The dealers employ more than 13,000 jobs and sell only the Saturn autos. Canadian Saturn dealers are not included in the deal.

According to Penske future Saturn vehicles will be fuel economy focused. An expert indicated that this would move Saturn back to its roots of a entry level car company. PAG is in talks with several international automakers to replace GM after 2011. Automotive News reports that Renault Samsung Motors of Korea is the most likely candidate.

Penske wants Jill Lajdziak, Saturn’s general manager, and Tom LaSorda, former Chrysler President to head up the company when it is independent of GM.

Serra Automotive in Grand Blanc Township, Genesee County, Michigan, is in talks to take a partial ownership in a new Saturn lead by Penske.

An account of the Esperanza Fire from an animal rescuer

Saturday, December 2, 2006

As families fled their homes in the early morning hours on Thursday October 26, there was no warning. The Esperanza Fire southeast of Los Angeles and West of Palm Springs, California, had ballooned under the influence of Santa Ana winds to more than 19,000 acres as of the morning of October 27. No time to get the animals, no time for crates or even a leash. Sadly, owners left behind not only their horses, lamas, donkeys, chickens, rabbits, but also their dogs and cats.

Many of the families who did manage to evacuate their pets found themselves in the parking lot at the Fellowship in the Pass Church Red Cross Shelter where a MuttShack Animal Rescue team caught up with them.

Pam Anderson, Director of the emergency Red Cross shelter said that many people with animals had come and left.

The air was thick with smoke, and ash was raining down on the parking lot where dog owners, not able to take their dogs into the shelter were camping out in pup tents andin their cars.

Those who could afford it checked themselves into pet friendly hotels in nearby towns.

Some were prepared. Jane Garner, a small dog breeder was able to get all her animals out, and had set up her puppy runs alongside her RV in the parking lot. Others were not doing too well, having left home without as much as a leash.

The same scenario played out at the Red Cross shelter at Hemet High School. Animals were being boarded in vans, trailers and cars and small travel crates.

When MuttShack Animal Rescue arrived, a small fracas had sent several dogs off in different directions, running out of the school parking lot down busy streets necessitating an instant rescue response.

The Incident Command for the Esperanza Animals, Ramona Humane Society in San Jacinto welcomed MuttShack‘s offer to help at the shelters.

Ramona Humane Society had recently published a notice in their Newsletter about the newly passed “PETS Act”and warned owners not wait until a major disaster such as an earthquake or fireto prepare. “Be proactive to ensure that your pet will be taken care of.”

MuttShack and PetSmart Charities set up ad hoc facilities for the animals at both shelters.

The Red Cross shelter, run by Madison Burtchaell of the Orange County Red Cross was very accommodating about allowing a small emergency pet shelter adjacent to the School.

Barbara A. Fought of PetSmart Charities, an organization that works with animal welfare organizations and provide assistance in disasters, provided crates and emergency supplies.

MuttShack and Red Cross volunteers, Martin St. John, Tom Hamilton, and Steve Meissner helped assemble the crates to secure a safe environment for evacuated pets.

It was a great relief for evacuees who had camped out in the parking lot to finally leave their vehicles and relax at the shelter, setting up their cots to grab some sorely needed rest.

Firefighters and residents reported loss of wildlife and animals. The Esperanza fire burned 34 homes, consumed 40,000 acres and cost five Firefighters their lives before it was contained four days later on October 30. Firefighting operations cost nearly $10 million.

MuttShack Animal Rescue is a 501(c) 3 non-profit organization active in disasters and dedicated to the rescue, rehabilitation and care of lost or discarded dogs, cats and other animals.
